Me gustaría saber si al hacer referencia a los llamados "centros cívicos" deben escribirse con mayúscula o por el contrario se acepta su escritura es minúscula.

Respuesta: 

Sólo irá con mayúscula si forma parte del nombre: «Centro Cívico Asturiano». Si no es así, no se justifica la mayúscula, como no se justifica si dice: «El centro penitenciario alberga presidiarios de poca monta, pero el Centro Penitenciario de Santa Fe es muy moderno». Cuando el sintagma va en plural no hay justificación para las mayúsculas: «Los centros cívicos del país son numerosos».
