Se escribe Hoy se dictará una conferencia sobre medio ambiente o debe escribirse Hoy se dictará una conferencia de medio ambiente. Esto, porque yo siempre escribo sobre, pero hay una persona que la corrige colocándole la preposición (de).

Respuesta: 

El verbo dictar puede combinarse con preposiciones/locucionespreposicionales: sobre, de, acerca de, en torno a. Pero la construcción más frecuente emplea sobre: «dictar algo sobre algún tema».
