¿Por qué pez es con z y pescado con s, así mismo juez y justicia?, ¿cuál es la regla que permite este cambio?

Respuesta: 

Los vocablos de su consulta se derivan directamente del latín: pez de piscis; pescado de piscātus; juez de iudex, -ĭcis; justicia de iustitĭa. Estas voces latinas, y la inmensa mayoría de los vocablos latinos originarios, han cambiado su morfología y fonética en el proceso de evolución del latín al español moderno. Estos cambios lingüísticos determinan a largo plazo las reglas, sin embargo, no ha quedado ninguna regla establecida que permita realizar cambios del tipo que usted plantea (de z a s). La regla existente es entre las letras z y c, la cual establece que la z siempre cambia a c ante e, i: pez > pecera, pececito; juez > juececito; feliz > felices.
