Respuesta: 

Por ser perseguir un verbo transitivo, la persona perseguida (él en su caso) representa el complemento directo de la oración. El pronombre átono correspondiente a la tercera persona masculina del singular es lo: Lo estaban persiguiendo. No obstante, en las zonas leístas (gran parte de España) se considera normal y adecuado el uso de le por lo: Le estaban persiguiendo.
