Respuesta: 

La oración presentada está bien construida. Le es el pronombre personal átono que duplica el complemento indirecto «a Carlos».  Esta duplicación es opcional. ​Es decir, la oración ¿Qué ofrece el camarero a Carlos? es también adecuada.​
