Ambos son verbos de uso regional. De acuerdo con sus definiciones (ver el Diccionario de americanismos, http://lema.rae.es/damer/), el verbo que lleva implícito el adjetivo eficiente es eficientar:
Eficientizar los trámites equivale a ‘optimizar los trámites o mejorar su eficiencia’.
Eficientar los trámites es ‘hacer los trámites eficientes, aprovecharlos al máximo’.
