¿Es correcto algo como esto: "En tales circunstancias, hubieron de actuar con prontitud"?

Respuesta: 

En el ejemplo presentado se trata de la perífrasis haber de  + infinitivo. Denota obligación, conveniencia o necesidad de que el sujeto realice la acción expresada por el infinitivo. Expresión inobjetable, aunque la fórmula habitual en el español de hoy es tener que: En tales circunstancias, tuvieron que actuar con prontitud.
