¿Luego de punto y coma se utiliza mayúscula? Por ejemplo: ...planillas de descuentos a efectuar al personal; dichas planillas...

Respuesta: 

No. La mayúscula está exigida después del punto, de los signos de admiración e interrogación y, en algunos casos, después de los puntos suspensivos.
