¿Se dice «los mejor vestidos» o «los mejores vestidos» cuando se refiere a las personas que mejor están vestidas? No me refiero al adjetivo que modifica el sustantivo «vestido» sino a las personas que están vestidas.

Respuesta: 

Debe usarse mejor, que en el ejemplo de su consulta funciona como adverbio: los mejor vestidos : los que mejor están vestidos.
