Consulta: 

Tengo claro que se forma por el prefijo sobre+evaluación, pero sé que hay excepciones donde la doble vocal se convierte en una. En este caso, ¿cuál de las dos formas es la correcta?

Respuesta: 

Ambas son posibles. Sobrevaluación se construye a sobre valuar y sobreevaluación, sobre evaluar.
