Quisiera saber cuál de las dos expresiones es la correcta y por qué: «Siguen habiendo problemas» o «Sigue habiendo problemas».

Respuesta: 

La oración es impersonal, dado que no es posible determinarun sujeto agente. Problemas no es sujeto de la oración, sino complemento directo de haber: Sigue habiendo problemas > los sigue habiendo o sigue habiéndolos, por lo tanto, no tiene por qué concordar en número con el verbo principal (seguir): Sigue habiendo un problema/Sigue habiendo problemas.
