Consulta: 

Cuando escribimos los nombres de ciudades como Barros Blancos, blancos ¿debe ir en mayúscula? Hay muchos ejemplos como Cerro Largo, Paso de la Arena, entre otros. Entiendo que en Villa Muñoz, Muñoz es un nombre propio y va necesariamente con mayúscula, pero ni blancos ni largo ni arena son nombres propios o ¿pasan a serlo en este contexto?

Respuesta: 

En efecto. Aunque representen sustantivos comunes o adjetivos, dentro de un topónimo forman parte de este y, por lo tanto, deben escribirse con mayúscula.
