Respuesta: 

El verbo concuerda siempre con el sujeto. En la oración de su consulta, $5 es el sujeto; entiendiéndose que es un plural (dólares cinco, p. ej.), la forma verbal debe ser «cobrarán». Note que la oración es una pasiva refleja, y en este tipo de oraciones lo que en la activa era el complemento directo ($5 en su caso) pasa a ser el sujeto paciente en la pasiva: El albergue le cobrará $5 por noche a cada ocupante. (activa)A cada ocupante le serán cobrados $5 por noche. (pasiva perifrástica, ser + participio del verbo principal)A cada ocupante se le cobrarán $5 por noche. (pasiva refleja o pasiva con 'se')
