Me gustaría saber si es correcto decir «la tijeras» en la frase «pásame la tijeras que hay encima de la mesa», refiriéndome a una sola tijera. Ya sé que «las tijeras» sí sería correcto pero no sé si con el artículo en singular también valdría.

No, no es una concordancia válida. Corresponde: la tijera o las tijeras.
