La duda es si se necesita usar la preposición a. Ejemplo de frase: «La normativa no menciona a los locales industriales por lo cual están exentos».

Respuesta: 

Mencionar es un verbo transitivo, razón por la cual requiere el uso de la preposición a ante complementos directos de persona o personificados. En su ejemplo, se supone que los locales industriales hace referencia a establecimientos o recintos industriales, c. d. no personificado, por lo tanto, no corresponde usar la preposición; ...no menciona los locales industriales.... Mencionar es diferende de referirse a, verbo pronominal de régimen preposicional (la preposición es obligatoria): ...se refiere a los locales industriales; ...se refiere a los directores industriales.
