Consulta: 

¿Es correcto utilizar los artículos la, el para decir por ejemplo al redactar un Acta: La Consejera Graciela, El Presidente José, La Vocal María? o basta con escribir Consejera Graciela, Presidente José, etc.? A mí me enseñaron que a los nombres propios no se les aplica esos artículos.

Respuesta: 

En los casos presentados, la aplicación del artículo es obligatoria cuando este se usa para hacer referencia al sustantivo común, aunque a este le siga un nombre propio: En la firma del acta estuvieron presentes la consejera Graciela, el presidente José y la vocal María. (Note que acta, consejera, presidente y vocal son sustantivos comunes y se escriben con minúscula inicial, a menos que en la adminstración correspondiente se tenga por norma escribir estos cargos en mayúscula). Ahora bien, cuando se trata de nombrar a estas personas con sus cargos como parte del encabezamiento de algún documento oficial, se colocarán sin el artículo, por ejemplo en este caso hipotético:
